The actual reason is because it’s much better storytelling and more dramatic if Shanks sacrifices something to save Luffy rather than getting away scot-free. Powerlevels and scaling should never be more important than telling a good story.

The threat that caused the loss should be credible in-universe. Lord of the coast is not. He gets one shot by pre g2 luffy and then we are told to believe that shanks is a strong as mihawk.
