I guess it offered little novelty over traditional Japanese board games so there was little interest from the start, little interest meant nobody was organizing tournaments, creating clubs in schools etc., which didn’t help to gain interest. Now you have to be a real oddball to pick chess over shogi or go, maybe that’s why Ouji plays chess.
A Japanese player winning a world title or something could probably help, like it happened with boxing in the 50s

He might have created a problem (though I disagree) but Maki’s dinging Teruya for how she handled an unexpected situation. Imagine if Katori threw a tantrum and Osamu started bickering with her, it would be fair to ding him too even if it wasn’t his fault
