While this episode could be seen as filler to an extent, I think it’s absolutely necessary if any future arrangement between Yuri and Twilight is to happen.
Yuri may not trust Loid, but with what was laid out in this episode I am convinced he could come to trust Twilight given the right circumstances.

このエピソードは、すべての登場人物がどれほど悲劇的であるかを示している。ユーリは根は善人だけど、おそらくSSS(ナチス親衛隊)に手懐けられ、自分が正しいことをしていると思い込まされて生きてきたんだろう…
将来ロイドとヨルが互いの正体に気づくときの展開についてよく話題になるけど、ヨルとユーリが互いの裏の顔に気づく話はもっと憂鬱なものになると思う。互いを苦しませないと誓った姉弟は、互いが良い人生を送れるようにというためだけに自分を追い込んできたことに気づくんだ。
This episode kinda shows how tragic all the characters are. Yuri is a good person at heart but was probably groomed by the SSS and was tricked into thinking he’s doing the right thing….
A lot of people talk about identity reveal scenarios between loid and yor but I think an identity reveal arc between Yor and Yuri would be even more depressing. Two siblings who’ve vowed to not let the other suffer only to find out that they’ve both have pushed themselves so much just so they could both lead a good life.

i really liked that it showed that even in his work persona yuri still isnt totally a government job, the part were he wrote about the motivation but then threw away showed that he was quite conflicted about the situation
