I don’t think he really cares about civilians, that time he killed aki he did it because he didn’t want to see aki killing civilians, not because he wanted to save them. Even now he doesn’t care about civilians, he just wants to be loved by them.

Doubt it, that was Makima’s plan and he was still an absolute monster, and the devils being scared shitless of him probably makes up the deficit.
Besides in Denji’s opening act in part 2 hes casually pulling off DMC style stunts like nobody’s business. It seems hes stronger than in part 1, and not by any small amount
